Window Manager
(that's what WM stands for, after all). The main role of a WM is to
handle window visualization, in case of TDE it is done by twin. So it
is perfectly possible to run a DE using a WM different from the
"default" one.
A DE incorporates a WM, being that all are dependant on one as its foundation
if they aren't one exclusively, just not a simple one like IceWM, TWM and
other bare bones kin. There's no way to say Gnome, KDE, Cinammon or TDE are
not both DE and WM.
