Well, that was where I was looking. But "per-program basis" has the meaning of "not global, just program-context", and you cannot define a program (or window class name) to use that particular assignement for. Besiges that, there are no assignments for <ctrl>+<y>. <cursor up> is assigned to "previous list entry" and behaves like that - exect in xine.
It's been a long time since, I found something with key settings on a per program basis. I don't any details any longer.
You'll have to research the control center.
