In my case I believe it is/was a move-from-FAT32-to-ext4 "issue".
Would anyone else agree/care to comment?

Just tried vfat (fat32) out of curiosity and it behaves the same
stat /tmp/PDB\ 2008-20180328T091753Z-001.zip
...
