[tde-users] Panels only appear on desktop #1

I've installed Trinity R14.10 on a new laptop, and it has the default four desktops configured, but the main panel only appears on desktop #1. I don't remember seeing this happen on any of my previous installs. I have made minimal changes to the desktop settings, just removing default wallpaper, setting fonts, and such, so this is a bit odd.
