Hi Nik,
I've had that problem too. Try navigating to the appropriate component of
TDE in the left column and then selecting an existing issue and it will
contain a NEW ISSUE button at top right that you can use.

Another way is also to use the "Report a bug" from a TDE application, which
would bring you to the right component issue
page automatically (or to the TGW logic page first, if needed). Cheers
