Michele,
Agreed, reversing the mouse wheel for all purposes would be too
impactful and far ranging. A checkbox affecting only the "Modifier key
+ mouse wheel" action would be perfect.
Here's the tracking issue:

Hello!
For Window Behavior, I have
Modifier key + mouse wheel: "Raise/Lower"
This is a great feature which I use all of the time. However, the
motion of the mouse wheel seems backwards to what the window actually
does. When I pull the wheel towards me, the window moves lower in
the stack, which means that it appears to move away from me. Of
course, I've been using KDE 3.5/Trinity for ten years in this manner,
so I have somewhat gotten used to it. :-) However, I think it would
be fantastic to have the option to reverse the sense of the mouse
wheel of this.
What do you think of adding a Lower/Raise option which functions the
same as the current Raise/Lower, but with the reversed sense? I
think this would be a more natural mapping, at least for some of us,
and would not detract from anybody else's use of this functionality.
Sincerely,
Daniel.

Hi Daniel,
there is a "REverse scroll direction" under Peripheral --> Mouse, but
I guess that is too much, probably affecting more than what you need.
Probably a good solution would be to add a checkbox in Window Behavior
to reverse the wheel action only for the "Modifier key + mouse wheel"
action.
Again, good to track this in TGW so it doesn't get lost :-)
Cheers
Michele
