Random and Cascade placement wrong? And a suggestion

Am I right in thinking that settting Control Center - Window behaviour - Moving - Placement to Random results in cascaded windows, and setting it to Cascaded results in Random placement? And what I would really like is one that creates a new window under where the cursor is.
