I use the Debian 'apt-move' package to build and maintain my local partial
mirrors as I have a small render farm and don't want to have to repeatedly
download everything for each individual system update.
It's a command-line tool but I found it very easy to configure and use.
Briefly, it will allow you to build local (optionally partial) mirrors from
the .debs you download when you update the first system (provided that you
don't delete the .debs after downloading and installing them on that first
system).
