Whonix should run on Devuan. Install Oracle VirtualBox [1], then install Whonix[2].
You will need roughly 4GB free RAM to dedicate to it when it's running.
That’ll get you up and running in less than an hour.

[1] This installs VB on Debian, should be the same (or very similar) package names.
