Did you try pavucontrol? I found out for me (on Debian Buster) that using "Custom" for the master channel and adjusting the volume for the specific source (Skype, Firefox) in pavucontrol solves the "low volume" or mitigates it.
That indeed solved the problem (I could not find the specific sources such as Firefox etc).
