Of course, this is wrong as you already can see below.

[WEATHERSTATIONS] stations=EDDB,EDDI,EDDT,EDVE

This entry presumably tells kweather which of the stations out of its data base to show to choose from but not which to actually use.

It tells KWeatherService for which station weather data are to be retrieved. These are listed in the config dialog window of weather_applet as "Chosen stations".
