So it seems, that the files are not available and causes the timeout.

TTBOMK, TDE does not yet provide translated package descriptions.
aptitude looks for translations but if they are not found it is
harmless. Hence the "Ign" meaning that a "file not found" error
is being "ignored".

This is correct. We use Canonical's Launchpad software, which (as of this
writing) does not support translation files or package search indexes
(e.g. apt-cache). There is a bug report open against Launchpad for the
latter; I am not sure about the former.
