When I got error 403 when downloading packages, so I have to apt source instead of "general" ppa.quickbuild.pearsoncomputing.net gave a specific mirror. For example:

Encountering 403 errors is not a good sign; one of the mirrors must be at least partially broken.

http://ftp.rezopole.net/tde/ and http://trinity.netlinux.org.uk seem to be silently blocking some downloads. I will look into this further.
