I have had a right saga with this computer,and am getting a little fraught!
The original box was faulty (very) and it took some hours of increasing
frustration spread over 3 days before I a) realised it, b) got the firm to
accept liability and c) coped with a compromise that they could achieve over
the New Year period and d) accepted it. (And have spent a lot of time
worrying that there ought to have been a better method to achieve what I
actually wanted, rather than having to compromise - and failing.)

I haven't yet installed TDE 3.5.13.2, it's still 3.5.13.1 here thus it
might has changed in your version but --- couldn't you simply press the
right mouse button on any toolbar icon, go to Text Position and choose
any of "Icons Only, Text Only, Text Alongside Icons, Text Under Icons"?
That's the way, it works here.
