Judging from your signature, you are running openSUSE right?
If so, the package seems to be available for openSUSE as well:

ad itionalOk They do have Git branches called v3.xx.x referring to the
GTK3 version, which needs to match your system's. I do not know the exact
build process they use though.

Unfortunately, I installed that theme package, but it contains only
icons; or am I misunderstanding what it does?

That's strange. If I download the package for openSUSE Leap 15.2 from the link
manually and extract it, I can see files for /usr/share/themes/TraditionalOk
in it.
