Nope, IMPORT is still greyed out in KMAIL.
I am just going to have to wait it out until someone can answer me,

What kmail are you trying to use? AFAIK Akonadi belongs to KDE, and is not
used by TDE.
There is no IMPORT in TDE's kmail. It should be File -> Import messages and it
opens a window named KMailCVT Import tool that gives you access to the
different import formats.
