I set a path in the the settings and each new tab opens in the location I specified. Make sure you are saving and loading the correct profile as well, since Konqueror comes with a number of profiles in first place.

I don't know. Must be something obvious right in front of my nose that I am not seeing. Hopefully one day the proverbial light bulb shines and I see the light.
