The is no .xsession_errors file or directory for that user (in /home/bear1).

I understand it correctly, that for you are not running Kicker?
Are the icons on your desktop? Alt + F2 opens a window to running the commands? When you enter there 'kicker' it starts? Otherwise, look into .xsession_errors that user.
