I guess this could be changed - I believe I remember a distribution where
KDE used something like ~/mail (but I can't remember which :( )
e.g. Debian, when it was was still serving KDE3.5. The config is in
~/.trinity/share/config/kmailrc - just change folders= to a place you like
and move your mail directory there.
This works until, for some reason (e.g. kmail crash) it is necessary to
rebuild kmailrc, at which point kmail regenerates some internal checksums or
some such for the default mail folders, and when it's switched to point to
your real mail directory, surprise! things like your mail filters all
disappear. (That's been my experience; ymmv.)
