I found this bug, Bug 1287,. It started in 2012 and has been reopened,
most recent comment #18, Kristopher, 8/28/2015. This looks similar to
what I am experiencing.
I do not get pop-up dialogs about the certificate. My error message is
a time out connection error..silently failing.
Google suggests kmail in kde 3.5.x had issues with retreiving mail
with ssl. This has been fixed in KDE4's Kmail.
Not a problem here, I farmed that out to fetchmail 7 or 8 years ago
