I have seen this oddball event throughout my years of using TDE. Could well be I have configured something to cause the issue.

I am open to suggestions to debug.

surely you are using systemd and one of the units is not stopping properly. Look in this direction. Helpful is when you press ESC or you boot in verbose mode. When you identify the unit take care of it appropriately.
