There are several things to check. The first, and I
apologize I can't give you
a chapter and verse here, but I do recall an issue with 2-panels being
triggered plasma/TDE, and if I recall it had to do with the /etc/xdg/autostart
stuff plasma adds to the box. Check the autostart folder for anything suspicious.

There is two of something running that is fighting for
the same screen real
estate.
That is an excellent thought. That's exactly what it looks like.
Second, the underlying graphics system (driver, etc..)
should be the same no
matter what desktop you are running. How xrandr is used or what plasma does on
its own can effect DPMS, etc.., but what pumps pixels to the screen from your
GPU should be desktop agnostic.
Right. And I don't see how it is likely to be the driver anyway, since the
background wallpaper doesn't flicker, just the stuff that's layered on top of
it. That fact is probably telling us something important, but I don't know
what :-)
