KMail checks mail for all accounts. But my other accounts do allow me a
mail checking only every 15 minutes. Since 3.5.13 I can not send mail
without accepting a bunch of error messages on my screen from the other
mail accounts.

I understand - I have usually in KMail 4, 5 accounts. Also I'm really not
too happy ... But I do not mind it too much. In the mail archive folders
I disabled email scanning and checks for new messages got at an
acceptable level.
In the account settings you can choose whether to be included in the
manual mail checking, which excludes the account from this check caused
by sending a message.
