Everything was as always but when I tried to drag and drop that icon over to the panel in it not work, the icon did not «entered» the panel. I have done this for years for non tde applications, what happened. Is this feature now disabled?

Can you right click and check if panels are "locked". You can unlock and retry. Post back your finding.
