These come from xdg-somthing-settings. You can use tde
control center -> system settings -> paths to change them. Set the folders you
don't like to your home directory, log out and in again, then "rmdir ~/*" to
get rid of all those empty folders.
alternative: edit .config/user-dirs.dirs by hand,
works just the same :)
Now that you have written this alternative I remember it's what I did many many
moons ago. I made one for my LAN server and copy it to ~/.config/ before logging
into any X session the first time, but it's been a while since I've created any
new users. ;)
