Here, in Trinity Control Center / TDE components / File Association / Inode I
have Konqueror listed at the top for directory and System_directory.
I seem to remember having to set this once in a distro to get Konqueror
starting correctly.
As to your folders being re-created, I found this when searching:
edit ~/.config/user-dirs.dirs
don't know if this helps, I've never had this.
