Under Settings -> Configure Kate... -> Editor -> Plugins, there's an option "KTextEditor KDataTool Plugin" whose help text says "Enable data tools like thesaurus and spell check (if installed)". That's the only setting anywhere that seems to mention spell check.
If you want realtime text highlighting of misspelled words (ugh) and the above toggle doesn't enable it, there may not be an option for it—it isn't exactly a widely requested feature in a syntax-highlighting programmer's editor.
