I just went and tried again just to be sure. With tree view open in both the
navigation pane (left) and the file pane (right) and can place focus in either
and up-arrow, down-arrow and it just goes to the next file or directory.
Note that
I didn't say anything about arrow (or cursor) keys; I said "Up
button" :-)
