"https://en.wikipedia.org/wiki/LineageOS" uses a Linux kernel, but it can
also use Android apps. It's more like an improved version of Android than
a GNU/Linux distro customized to work on a phone. Some of these operating
systems are more usable than Android, but I agree that there are still
problems with hardwired backdoors in the phone hardware itself.
