Yes, that sounds like Kicker.
I have not seen this behaviour before. It is possible that you are
seeing
some kind of interaction between KDE4 and TDE, but I am not sure.
What is the name and version of the Linux distribution you are
running TDE
on?

I am using Ubuntu 11.10 Oneiric.
The rest of the menus seem to open without any problem. It is only the
"Preferences" and "System" ones that cause the panel to crash. I
tried
to switch to Kickoff. It has a more KDE 4 like-appearance, but does
not seem to work at all (completely empty).
