check your default settings under configure-komposer-templates. if there is a %CURSOR at the top, that will default to top-posting (and this was the default, here, should be changed, IMHO :) so I changed my templates like so:
%REM="Default reply template"%- On %ODATEEN %OTIMELONGEN %OFROMNAME wrote: %QUOTE %BLANK %CURSOR

Thanks Werner; moving the %CURSOR and removing the leading %BLANK lines did it for me.
Now... I've just got to find how to make Kwallet less intrusive and then I think Kmail will be absolutely perfect.
