If you mean the cursor in the composition window is at the top with the quote below it, it's not trying to persuade you to top post. It's trying to induce you to both trim the quote down to only the portion that's relevant to your reply, and to interleave your comments, so that it's clear as possible exactly what it is your reply comments apply to, much like the ebb and flow of oral conversation.
