Would have to have a more precise listing of exatly what the association would
do, but providing we don't sell anything and use the funds only for
development, in Switzerland, you can freely create an association without any
costs (legal setup or registration tax). Associations require regsitration
only if they make more than 10 million a year or employ 50 people full time.
There would be moderate costs running a bank/Post account.
