Aptitude tells me that there is no such animal. Google tells me that

krandrtray is most definitely available in all versions of TDE!
Also, you may want to look into the Monitor and Display module of
KControl; this module allows you to set up a systemwide multi-monitor
configuration that applies automatically on startup.
