However, AFAIK work is underway to make an independent version of kwin that does not rely on KDE's libraries, therefore we should be looking at what will be needed to make the switch once that version is available.
Who guarantees that kdelibs5 will not be pulled in again later?

We do, by maintaining a GIT submodule referencing the correct version of kwin. If kdelibs5 is pulled back in we simply freeze kwin again until upstream repairs the damage. ;-)
