Hm, I don't know if there are new bugs in the new KDE packages (using /opt/kde3) which only occur on systems with 32 bit. It might well be that you've lost some essential packages during the last updates when the PPA was inconsistent.
You could check the following:
- is the DCOP server running? test: install kdcop and start it -> you
should see "kwalletmanager" listed in kdcop
- what happens if you rename .kde (or is it .kde3 now?) in your home
directory? can you work with kwallet again when KDE is using a new configuration? That would mean that something is wrong with your kwallet file, e.g., file permissions.
dcop is running and shows both kwalletmanager and kopete. Konqueror can use the wallet for passwords w/o trouble. But kopete still can't use it.
Maybe this weekend I'll get time to try messing with my .kde3 file. This is my work machine so I'll need to be very careful.
Oh, I didn't know that your kwallet works with other programs. Than it wouldn't make much sense to rename ~/.kde3, since your KDE configuration seems to be OK. What happens if you open kwallet and navigate to Kopete->Passwords->{some account}. Can you unhide the content of the nodes (see the passwords)? If you know all kopete passwords, you can also remove the "Kopete" node in kwallet and try to enter the passwords again via kopete.
So I went into my wallet and deleted the kopete folder. All the passwords were there but I deleted them anyway.
I get the exact same error when I run kopete. I complains that it can't save them securely and offers an insecure save. I say no to insecure save and have to enter the passwords.
OK, looks like kopete is completely unable to connect to kwallet. But why? I have no idea. Sorry. This should have nothing to do with the new location of kde.

I understand that my suggestion is NOT a fix for your problem, but why do you use kopete and not pidgin, for example? I used to use kopete, but pidgin is much more convenient and user friendly, IMO.
Mostly because I like KDE things. They work well together. Pidgin doesn't know how to read my Kaddressbook contents, so there is no integration with my addressbook. Pidgin doesn't look like a KDE program. Pidgin doesn't use the KDE libraries, so it adds disproportionately to the memory use by my computer.
I haven't found much that I want from my IM client that Kopete doesn't supply. Does Pidgin to video? I'm not sure. There is OTR now for Kopete which is nice, though I admit that the pidgin implementation is better. I think Pidgin understands chatrooms better.
In what way do you find pidgin more convenient?
