When I try to open khelpcenter a terminal emulator the following appears:
QSettings: failed to open file '/etc/qt3/qtrc' QSettings: failed to open file '/etc/qt3/qt_plugins_3.3rc'
The upshot is that I cannot create an khelpcenter index. Is there a fix?

That warning should have no bearing on creation of the help center's index. Are there any other warning messages printed?

Not so much as a error message but further evidence of inability to create a khelpcenter index. My original post described what happened when I opened khelpcenter in a terminal emulator.
What I tried first was to open it from the TDE menu. The khelpcenter initial window opened, but when I selected "Search options" and tried a search another window opened which said "A search index does not yet exist. Do you want to create the index now?"
Selecting "create" on that window opens the "Build Search Index" window. Nothing appears in the "Search Scope - Status", presumably indicating that no index has been created; but the "Build Index" button at the bottom is not active. Selecting the "Build Search Index" button at the lower left of the initial window opens the "Build Search Index" window with the same result as before.
The upshot is that I cannot build a search index. As long as what I want is in the "Contents" or "Glossary" tabs of the initial window I am okay.
