Try running your "mini-cli" aka command prompt, which is by default ALT+F2, and typing in kicker. That should bring up a panel.

If that does not work, type ALT+F2, type in konsole, then when the konsole appears, type into that

kicker --nofork

and see what happens

You can also run the control center from either the ALT-F2 prompt or konsole by typing 'kcontrol'.
