The files haven't failed to download and they are the same files I receive when downloading them manually. /var/lib/apt/lists and /var/cache/apt rebuild with the same contents and error. The only thing that seems odd is that the builddeps Package date is 23-Nov-2015.

This is only part of the problem. It is essential that 'Release' file, which is now on the mirrors from the Sun, 28 Feb 2016 6:34:13 UTC, while the newest is Sun, 28 Feb 2016 22:13:26 UTC. See:
