For some items there seems to be a button for moving them, but I don't know how to consistently make it appear. How do I consistently move items around? (I'm trying to have an item be on the bottom of the panel, but it's sandwiched between the taskbar and system tray right now)

Try: Right-click on panel -> Configure panel -> Appearance -> Advanced Options -> Applet Handles -> Visible
That should make the movement handles show all the time so that you can move things around.
