I have an old machine that still runs KDE 3. I plan to install Debian 8 with Trinity R14. Does R14 support settings migration from KDE3? Or will all the settings be lost?

Trinity now uses other files than KDE 3, and the files have been renamed. Settings are in .trinity , not .kde .
I have never tried copying and renaming the files, but I would expect problems. Also you seem to imply you want to update an older Debian with KDE 3 to Jessie - I doubt this will work well, as very big changes have occured.
What's more, if I remember well, it was recommended to remove KDE 3 completely prior to installing Trinity to avoid conflicts (but that may have been only for older Trinity versions).
I have copied and edited kmail settings in the past, but this involved editing some config files.
So I would install a fresh Debian 8 with Trinity (I would do this on new partitions while keeping the old install until everything works as expected) and set up Trinity from scratch.

Which distro was running KDE3?
R14 keeps settings in ~/.trinity, while KDE3 keeps settings in either ~/.kde or possibly ~/.kde3, depending on the distro running it.
I recently did a "migration" that may have been much like you propose, for a friend dependent on TTS functionality. He had KDE3 on openSUSE 13.1, 12.2 and 11.3. For him I put TDE on both openSUSE 42.1 and on Debian Stretch.
For my friend, I copied 13.1's ~/.kde/ to ~/.trinity/ using MC. IIRC, most, but not all, KDE3 desktop settings were preserved in TDE. We were pleased overall with the results. The few settings that were not carried over were easy enough to adjust.

After installing TDE on a machine where KDE3 was previously installed, settings from .kde3 are migrated automatically to ./trinity at the first logon into R14. There may be some hick-ups here and there in some special cases, anyhow the original settings in .kde3 are maintained and you can always fix special cases manually.

Which distro was running KDE3?
In my case this was openSUSE 11.3. I was doing a fresh install of Debian, but keeping the /home partition.
I tried doing the migration today but sadly it did not work. Having .kde folder in home directory prevented Trinity from even starting. Same if I renamed .kde to .trinity. The only thing I really cared about though were emails, so I just moved my .kde folder to a different location and then copied kmail settings to .trinity folder. As mentioned by Thierry this required editing some config files, but in the end it worked.
