Well, I don't know how to access TDEPowersave.
Even more, I don't know if it's installed. tdepowersave command doesn't
exist though.
Maybe there's some option in the Control Center?

You need to install tdepowersave-trinity. Then start it and it appears in
the pager as applet. You definitely need this if you use a notebook
dpkg -l | grep tdepowersave-trinity
