Is there a way to adjust the width of TDE scroll bars? Is this theme dependent?

The width varies slightly between themes. I cannot find a way to adjust it for any of the widget themes in the tdebase or tdeartwork packages.
Actually, I don't think it was ever doable. Even Tiblit, which was probably the most adjustable KDE3 theme ever made, doesn't seem to have included a scrollbar width adjustment per se ( https://store.kde.org/p/1100840 lists what it did allow you to adjust).

The scrollbar width depends on the style in use. Some styles let you configure the width to your liking, some others probably not. For example QtCurve and Polyester allows you to set a pixel value for it.

Well, as often is the case, my memory works fine but always with many hours lag time. Aging is so wonderful!
I filed a bug report about the issue -- 15 years ago:
