I try to add the kex like you write: apt-key adv --keyserver keyserver.quickbuild.pearsoncomputing.net --recv-keys 2B8638D0

But the server doesn't answer:

Can anyone help this poor fellow?

The keyserver is up, so the only thing I can think of is his ISP blocking access to the keyserver.
