Whonix should run on Devuan.  Install Oracle VirtualBox [1], then install 
Whonix[2].

You will need roughly 4GB free RAM to dedicate to it when it's running.

That’ll get you up and running in less than an hour.

PS:
1) Change all four of the Whonix users’ passwords!
2) Change the background of the Gateway to red....

names.
