What I do not understand all in your example:

When you create a directory on a user's desktop*, it initially has the
icon of a "folder". There is no ambiguity for the user and a "standard***
click**" opens it... As this is "basic" operation, I do not understand the
point 3 and following, below. Perhaps it would be better not to have taken
a directory as exemple...
In the case of the icon of a file (document) on the desktop, it is
possible to do context-click and tell the system to use the application to
open this document ... The system opens a window whose contents starts
with "Open With" ... The result of the action, if you check "remember the
association between the application and the file type" is stored. You can
modify the concerned association with the "KDE Control Center"
(kcontrol: "KDE Components" -> "File Associations"). The
description of
your example is similar to using this "context-click" ... I guess it is
this association that poses a problem for you because you have
the "replicate" for each of your 400 users. Did I well understand?
