I know of one bug - if it is not installed any other GTK3 theme outside
gtk3-tqt-engine, the setting does not allow his choice. Settings probably
does not assume that there is built-in GTK3 scheme, which is another possible
option. And instead of allow to select between 'build-in' and 'gtk3-tqt'
is
reported, that no theme is installed.
Therefore, try to install some other GTK3 theme.
Note: This would probably be appropriate to the bug report.
