it was lubuntu and then I installed TDE on top of that and used synaptic to remove LU
I think ADEPT. is what came up
correction I looked it was Adept.

but for some reason when I removed LU the splash screen is messed up now it just says UBUNTU 13.04 in small letters on a maroon background.

TDE stable branch 3.5.13.x or development nightly-builds? In the nightly-builds is now too many updates and may be for some time inconsistent.

3.5.13.2 is what I am using. I installed it via adding the repo's then doing sudo apt-get install kubuntu-trinity-desktop or something to that nature and did it that way.

Do you mean the logon screen? Perhaps you have left yourself without a dm?? Try installing kdm-trinity. But search first to see if it is already there! I can't give you instructions for searching and installing with Adept because I do my software management in the CLI.
Or do you mean after the logon screen while TDE is loading? If so, I can't help. But there are quite a few Kubuntu TDE users who can probably help.
