Thanks for the links. unfortunately, neither page had the most current icons for the apps.
I suspect that there is an issue with the panel in PCLOS, since the same displays perfectly with Debian and Ubuntu. Perhaps Alie can look at it.
I don't have that problem and I'm using Alie's roll.

I don't have the icons enabled for mouse over on the panel, but
find /opt/custom/firefox/| grep icon /opt/custom/firefox/icons /opt/custom/firefox/icons/updater.png /opt/custom/firefox/browser/chrome/icons /opt/custom/firefox/browser/chrome/icons/default /opt/custom/firefox/browser/chrome/icons/default/default64.png /opt/custom/firefox/browser/chrome/icons/default/default48.png /opt/custom/firefox/browser/chrome/icons/default/default128.png /opt/custom/firefox/browser/chrome/icons/default/default32.png /opt/custom/firefox/browser/chrome/icons/default/default16.png
It could be that the mouse over opens the same icon, but as it displays it bigger - it shows the pixels. This could be a bug as I see only one icon to be set in the panel shortcut.

I forgot to mention: may be replace the default icon with a bigger/biggest one. I guess this way it will show the same icon properly in the panel and on mouse over

I do not have an /opt/custom directory.
The PCLOS image I installed, was TDE Mini.
This may actually be an issue with the PCLinuxOS Firefox and Thunderbird packages. I installed the 2020.07 LXQt Community image of PCLOS in another VirtualBox and there were issues with the Firefox and Thunderbird icons with that desktop as well.

This has been resolved. :)
It required editing the TDE Menu to select an icon from a specific directory.
Reelcat (on PCLOS Forum) pointed me to /usr/lib64/firefox/browser/chrome/icons/default and choose default48.png. The Thunderbird icon to use is in /usr/lib64/thunderbird/chrome/icons/default also choose default48.png.
Once the icons are changed, save the menu, close the editor, log out and log back in.
