Does anyone know what this file is or represents. Its a root locked
file that I can't seem to get rid of.

If you are running Debian you could switch to Devuan which is a Debian without
systemd.

It's the new wordprocessor-webbrowser-emailclient-calendar-bitcoinminer of
systemD :P
searching for "rtkit-daemon" i get that is a deamon, to permit userspace
applications, to get respurces in real time.... something like that.....
